Just a thought, whatever you tell your cousin you will be accountable before the Lord. If I were to tell someone about you but I only heard about you from other people say without seeking you out, how can I tell them who you are when I don't know you?
Whatever answer you choose, use Gods word for it is up to him to give your cousin understanding.
"In the beginning God created the heaven and the earth." Genesis 1:1
"He loads the clouds with moisture; he scatters his lightning through them. At his direction they swirl around over the face of the whole earth to do whatever he commands them.He brings the clouds to punish men, or to water his earth and show his love." Job 37:11-13
"Do you know how God controls the clouds and makes his lightning flash?" Job 37:15
"He covers the sky with clouds; he supplies the earth with rain and makes grass grow on the hills." Psalm 147:8
"When he thunders, the waters in the heavens roar; he makes clouds rise from the ends of the earth. He sends lightning with the rain and brings out the wind from his storehouses." Jeremiah 10:13
People were bringing little children to Jesus to have him touch them, but the disciples rebuked them. When Jesus saw this, he was indignant. He said to them, "Let the little children come to me, and do not hinder them, for the kingdom of God belongs to such as these. Mark 10:13-14
May the Lord Bless you.

Tell her the truth.
First tell her the truth about clouds and rain...
Tell her that clouds are self-forming collections of atmospheric moisture. When they get very heavy and the lighting is right, those clouds sometimes appear to be dark and will eventually bring life-giving rain to the Earth's plants and animals.
Then tell her the truth about all the gods man has ever believed in....
God is a fiction. It is less understood than ghosts inside clouds.
In fact, "ghost made of a Grey clouds" is a very apt description of God as he is perceived by many. Like ghosts, which also do not exist, it requires superstitious fear to believe in god.
Tell her to not be afraid of supernatural fictions, but warn her to watch out for crazy people who believe in such nonsense.
Don't let anyone brainwash her into believing a fearful mythology that will poison her mind. Tell her there are sad uneducated people who are afraid of death so they invented a lie about a way to live forever. Tel her that if she really wants to live well and longer, she should eat good food, exercise and maintain a positive outlook that is free of fearful superstitions.
Tell her she can decide to do good things whenever she wants and that she doesn't need some mysterious "man in the sky" to force her to be good. Tell her that most humans are good unless they are forced into fear and ignorance. They only do bad things when they falsely believe that they are allowed to sin and then forgiven by some invisible man. Tell her that if she wants to be as free and happy as possible, she should read a lot of books, learn as much as she can and never believe anything without proof.
Above all, tell her that God isn't dangerous, because god is not real. He is just like those bad guys on TV or in the movies; invented by other humans trying to make a profit.
God isn't dark or scary. His followers are.

Tell her that God is not a ghost but because he is soo powerful you could never look at Him.
Ghosts are dead beings and God forbids communion with them.
You can see God's handiwork in all creation, both large and small. He created every detail the dew drops on the petals of a perfectly formed flower, the warmth of the sun .....
I think that way a child is able to understand who or what God is, without frightening them.

Maybe tell her how the rain cloud system works...but maybe "God" controls a spare few. But who knows? Tell her that he could be. He could be whatever she, or anyone makes "Him" out to be.
I don't really believe. My religious path is mostly Pagan-Wiccan based. But overall, I think that whatever afterlife you believe you're going to have, is the kind you're going to have. So if your cousin really believes that god exists, than he exists for her. It doesn't matter much what he's made of. It's what she believes. What you choose to believe is what you choose to believe, and same goes for your cousin. If you don't think that "God" is a big ghost made out of grey rain clouds, then tell her that, but also tell her that that doesn't mean "He" isn't. "God" very well may be.

Don`t do what christians do and that is tell her a lot of fanciful lies. Tell her the truth: that so-called `gods` do not and cannot exist.
You`ll find it difficult later when you tell her that there isn`t a Father Xmas! That`s when the doubt creeps in about religion and confuses the young people!

Tell your cousin that god looks like what ever she wants him to. Get her to draw a picture of they way he looks in her mind. I always let a child form their own thoughts about such things. She has him pictured as a sky god. They help when the weather is bad. That's interesting she chose that.

That she is right - it is just intangible. Unbelievable how precise children can be without having to cite someone else's findings and fancy vocabulary.
