Sure you can send a gift. You already know the situation why you were not invited. Money had to be a factor for the wedding to be a small family affair.

Yes it is ok and in fact the couple would probably appreciate the gesture. I commend you for asking that, shows you are a sensitive person. Many couples in todays world have opted for smaller weddings since the cost of everything is so high. I am a minister and have even done a few weddings for free if the couple was trying to marry out of love in spite of poor finances and I even throw in the Pre-marital Counseling for free.

There is nothing wrong with sending a gift with your warm wishes to a couple you care about. I admire that you recognize that a "small, family wedding" does not imply that you have been snubbed (too many people are overly sensitive about this kind of stuff, don't you think?). Gift giving does not require some kind of reciprocal action. It only requires warmth of heart.

I think that its never wrong to give a gift but that sometimes its wrong to not give a gift. We all love presents. Let them know how happy you are that they are getting married and that you hope they have a long and wonderful life together.
