It is your responsibility to teach your child to respect animals. Cats are living things and have feelings. Allowing your child to abuse animals at any age is irresponsible. You're the parent, so why aren't you disciplining your child? At 23 months, you should be able to make him understand the word "No" and a simple explanation of why such behavior is wrong. Remove his hands from the animal and say, "No" and "Be nice to kitty". Be consistent and firm. If you are unable to unwilling to do this, find the cat a new home.

It is up to you as the parent to teach your son to be gentle with the cat. I'm sure you already have methods in place that you use to teach him what is off limits; those will work in this situation too. As for the cat, in time, once your son has learned how to be gentle and not hurt her, she will begin to regain her trust, and will be more interested in spending time with him. Be patient, it may take a few years for the cat to feel safe, given the physical skill level as well as understanding of a child.

You have to teach your child that if he continues to do this, that the cat will not play with him,and that he could hurt her.Time - outs in the corner work wonders. Also, give the cat a place in the basement or an extra room, if you have one, where she can get away from said toddler.

This sounds more like a question for the parenting section. May I suggest you read "I refuse to raise a brat" by Mary Lou Henner.
