I like your phrasing "the war ON Iraq" (as opposed to "in" Iraq) -- but to answer your question....
It's both an error -- in the sense of something done incorrectly that causes secondary problems -- and a horror -- in the sense of a tragedy that results in tens of thousands of innocents being harmed each year.

It's both.
An error in judgement in many ways, from reason to justification to means of sustainment.
It's a horror in the loss of lives and those irreversibly harmed by what can only be seen as a war mongering political machine thirsty for oil at the price of the blood of others, not to mention billions of dollars of US taxpayer money that the country will never see again.
