You can start training at any time, you may solo as a student pilot with an instructor's endorsement at 16, and you may get your private license at 17.

The FAA regulations are the same for all states.

If you're going to solo anywhere in the US, 16 is the minimum age for a powered aircraft. I believe that you can solo a glider at 14, but you might want to check that. FAR part 61 has all of the regulations that pertain to getting a pilot certificate.

States have no authority in the training or licensing of pilots. It's all done at the federal level through the FAA. You can start flying as young as you want. You just must meet minimum age requirements when you apply for a license or are ready for solo.

If you're really intrested in flying, get in touch with a Civil Air Patrol cadet squadron. Some have gliders where kids will get instruction. Good luck.

I think that you have to first know how to spell, compose a sentence and use punctuation.
