First you have to watch the want-ads, usually the tax assessor has a certain time of the year that they advertise tax sale homes for at least three weeks in a local newspaper ,sometimes its right around september. Once you find out when ,you can go to the assessors office ask if you can get on the computer to look up info on homes you are interested in buying . They will direct you to the computer stations and you log on and teach yourself to find all the properties that were up for sale and see who the owners were which usually tells you alot about whether or not the person will pop up and pay their taxes so you cant keep it.

Are you saying you want to buy a home for only the taxes due? In that case, you need to check with the county that Odessa, TX is located in and find out what properties are scheduled for tax sale and when the tax sale is.
