Since you posted this in aircraft, I think you want an explanation of HOW they do it.
If an aircraft's destination airport is experiencing some difficulties( closed runways, weather, diversions) it is kept at the airport and not cleared to takeoff.
If in mid flight, the pilots fly a Holding pattern. The pattern basically is an oval shape anchored by a Radio Transmitting station.(A VOR or NDB, but for the sake of simplicity all they do is transmit radio signals to equipment on board aircraft.) ATC assigns the pilots with a holding speed and the duration of the out bound leg, which is usually 1 minute. The Plane flys over the station, keep going on the same heading for 1 minute( depends) and then turns around.
