My cheesy tuna helper requires 1 cup of 2% milk, but I'm out of milk.

I'd mix a bit and taste. It will work. Depending on the creamer you are using. I'd start with a 1/4 cup creamer to 1 cup of water. Give a taste and add more if its to weak.

I think it depends on the creamer you are using and what % milk you like. just mix and taste. consistency is the name of the game.
