It's not legal in most states (possibly all states, but I'm not 100% sure.) If you have access to the car and are old enough to get a license (even if you don't actually have one), then most insurance companies insist that you be on her policy. If she doesn't and needs to make a claim for any reason, the insurance company can stick her with the entire bill.

in most states, if your not listed, your not insured. In others, you may be specifically listed as NOT a driver in order to keep your parents rates down. By no means drive while uninsured, the average claim on accident without injury is over $3,000 and the tickets, fines, points, and other things that come along with such things could cause you problems well into your 20's and keep you in the highest paying insurance rate!.

You don't need insurance until such time as you are a licensed driver. When you do get your license, you mom needs to add you to her policy as a secondary driver.

Those telling you "it's illegal" don't have a clue, with your permit you are covered as long as you have the adult in the car with you, and when you do get insurance the first thing they ask is your license number. How do you tell them that before you have one? Those who think differently need to discuss this with their insurance agent and get educated on the subject before answering incorrectly.

well it is illegal. Your mothers insurance is going to go way up. You can't get your own insurance because your not old enough and if you get pulled over your mother could go to jail.
