Yes, Cruise Critic is a fantastic site. Not only can you learn what others have done, but you can also communicate with others going on the same sailing.

There is a fantastic excursion out of LeHavre(the actual port) that goes to Paris(about 2 hour ride) that shows you many of the sights and allows about 3 hours on your own in Paris. Was about $120.00

eCoach of Ireland has a great excursion out of Cork that covers many of the main spots such as the Blarney stone, much sightseeing and shopping opportunities.
Most of Europe now uses the Euro for currency and the charge for this tour is 20 euro if you sign up in advance, 35 if you book later. Last I knew our dollar was worth about 75 cents to 1 euro. Rate changes often. They will pick you up at the ship and get you back on time.

Tours that you book outside of the ones offered by the ship are almost always cheaper and better. You need to remember that tourists go to these ports by plane and stay at hotels. They use local tour operators so there are many reliable ones not used by the cruise lines. You will hear that you might miss your ship if you don't take a cruise line excursion. As long as your cruise agent or the people on Cruise Critic have used them, you can feel safe on getting back in time.
