It means for one drink you use two jiggers of vodka and one jigger of Kahlua. Or for a pitcher two cups vodka and one cup of Kahlua.

There are 1 1/4 ounces in a shot.

Two parts to one part means you'd put 2 ounces of one ingredient and 1 ounce of another. Like 2 ounces of vodka and 1 ounce of Kahlua.

A jigger is a stainless steel shot glass. Typically it holds 1 1/4 oz. on one end and 3/4 oz. on the other.

The other people got the answer right to the whole "parts" thing. It's really a generic unit of measure. It could be 2 liters of vodka to 1 liter of Kahlua if you wanted it to be.

A jigger is a stainless steel, hourglass looking tool that is used to measure out shots in a bar. The two sides hold different amounts. For instance, one side holds 1.75 fl. ounces and the other side 0.75 fl. ounces. Other combinations I've seen are 2 fl. ounces and 1 fl. ounces. I've heard that there are a wide variety of combinations, depending on where you're from and/or how stiff your bartender pours.

A shot is traditionally 1 fl. ounce.

The term "part" is a ratio term.
For example: If you use 2 ounces of vodka you would use 1 ounce of Kahlua....basically whatever measurement you are using for the Kahlua....you would use twice as much of the same measurement of the Vodka.
