Depends on the state. I don't know about others, but in Georgia, only a State Officer can pull you over for doing 9 miles or less under the speed limit. County and city can't stop you for speeding unless you are 10+ miles over. Also, in Georgia, fines don't start to get heavy until the 10+ range, so it makes no sense to pull someone over for 7 miles over and a 25 dollar fine. It is a waste of time. Also, most police officers will allow a 1 to 2 mile per hour variance in your favor on their radar, in case their guns aren't calibrated correctly. Hope this helps. Thanks for the question.

Of course it depends on lot of subjective factors like mood of the police officer stopping you, traffic conditions, weather conditions, etc. and legally, at 66 miles an hour you are driving above speed limit.
However, if you analyze speeding tickets - if you have received any - there are usually three categories of over the speed.
1) 0 - 5 miles over speed limit
2) 5 - 15/20 miles over speed limit
3) 15/20 miles over speed limit
In case 1) you are unlikely to get a ticket unless the other conditions mentioned above (including mood) are really bad. For 3), you are most likely to get a ticket ... where as for 2) is a grey area ---- depends on the factors mentioned above as well as whether the police officer is trying to meet his/her 'quota' !!!

at 66 you are over the speed limit and could get a ticket. Probably, won't but could.
I'd say it depends on where you are as to whether or not you get a ticket. In some of the small towns in my area, couple of miles over the speed limit will do it.

Whatever the speed limit, I go 9 mph over and I've never been pulled over. If you're not speeding by at least 10 mph, it's not really worth their time. They get excited when you go 15 mph over.

An officer with the dept i work for says "9 your fine, 10 your mine." Remember though, not all officers use this, and anything over 65 is speeding.

The old radar units were not that reliable so they usually gave a warning for 6-10 miles over and then cited from 11 up. These new laser units are more accurate I'm not sure how close they are calling them.

Most states allow 5 over. In most cases 10 over the limit will get you stopped.

To the edge of the envelope, unless you are in a sports car or one of those rice burner tuners, then it's only five MPH and I give you a light show that will ruin your weekend.
Stick to nine over and fifteen if you have a REALLY GOOD (also known as expensive) radar/ laser detector.
