it smells like dead cat how do i get it out

You may wish to locate the corpse of the cat and remove it first.
Otherwise, even if you wash the smell out of the childs' hair, they're just going to go sticking their head all back into it, because kids do stupid stuff like that.

First of all shampoo would be a good place to begin.
Is there any reason it would smell like this? How often do you wash it?
I would try using like a neutralizing shampoo that gets odors out. Go to the beauty supply and ask them.

Shampoo and conditioner. If the child wears the same hat all the time, wash that hat as well.

try using scented shampoo.... and maybe use leave-in scented conditioner so the smell will go away.
