I know someone that is scamming to get financial aid which has been approved and drop the courses so that they can have the aid, but the not the courses. Is this fraud? How do they get away with this?

Yes this is wrong. Most of the funds will go to the school to pay tuition. However if the student drops they will be required to pay it back based on the Return to Title IV rulings. They wont get away with it like they think they will.

Yes, this is not honest. Many schools will not disperse fa until after the drop date so it may take care of itself. All schools won't even give fin aid to those who have done this in the past until all fin aid has been paid or earned back.
If you really want to take a proactive approach, especially if you are a student there too, you could report her to the Dean of Student Services.

If you drop the FA is put on hold and you will be held liable for the cost of dropped courses. The money usually goes to the college that will return the unused money after you complte course work.
