It's known as a "rolling stop" and people have been doing it for as long as I can remember. In many instances, it's quite safe not coming to a complete standstill. However, that usually means walking speed or less, not blowing through the sign. Not slowing is disobeying a stop sign, which can and should get you a hefty fine.
A good example of a safe rolling stop is what's known as the "Michigan left," where you make a U-turn in the median, and come up on a stop sign before proceeding the other direction. If there is no oncoming traffic or view obstructions, a rolling stop is fine. I've done it, even with cops watching. They aren't really too concerned as long as you aren't creating a hazard. After all, most of them do it too.
There are also many instances where it's not safe to make a rolling stop, and a complete stop is necessary. Examples are busy intersections, ones with heavy pedestrian traffic, around schools, 4-way stops, and areas that have any view obstructions. There is too much to look for by just making a quick glance.

It's a bad habit to get into. People get in a hurry and don't think of the risks they take when doing things like not stopping completely. All it takes is two people like that at the same intersection and it's crunch time.

lol @ kitty. "i dont stop at a stop sign but i dislike cell phone users". sounds like a new movie, dumb, dumber, and dumberest. i personally stop. EVERY time. i dont care if its a 4 way stop in the open, 1am and not another car on the road for miles. i still stop. i feel safer, and i know i didnt beak the law.
and for the record, i am 35, have a "toy" car with 400 horsepower to the wheels. i love to go fast, but there is a time and place for everything...

I won't come to a full stop if I can see to my left and right and am aware that there are no cars in the way.
I dislike it when people don't make full stops on blind turns and they just turn at a regular driving pace and we both have to slam on our breaks because I'm coming from the opposite direction. It also bothers me in that situation when they are on their cell phones.
