It is very definitely possible to overdose on vitamins.
If we are specifically talking "vitamins" ie. vitamin A, C then as I understand it overdosing can be dangerous in relation to lipid soluble vitamins (A,D,E,K are the lipid soluble vitamins). I read stories in my undergrad related to some soldiers who ate a polar bear's liver and suffered vitamin A poisoning.
If we are talking vitamins ie. the vitamin pills that people take, the impression I'm under is that the iron in them is something that might not be good for you in large amounts (ie. if you threw down a whole bottle of pills).
Most people probably already get all the vitamins they need from their food. The "deficiency epidemics" of the past are mostly gone thanks to supplementing of certain types of food. I don't think anyone gets rickets or scurvy anymore...
Do you need to ask your doctor before you begin taking regular vitamins? I don't think so, unless there is something that sets you apart that you are aware of... When you visit your doctor though I can't think of a reason why you shouldn't tell your doctor that you are taking a vitamin supplement. Your doctor is your .."health helper". They can't help you if they don't know the facts.

Hmm, interesting questions. People take vitamins for a reason--they are either not eating correctly and want to fill in the missing blanks, or not digesting properly.
If you eat healthy and are still in need of vitamins, then you might have some digestion issues. Taking enzymes to help digest your meals might be the better answer until you can see a natural health practitioner who can help you.
I personally don't advise taking vitamins too often. I prefer food supplements such a a superfood. I'll tell you why: when you get a vitamin from food, it is not a bare naked vitamin. It comes with a ton of other peripheral vitamins, minerals, etc. that help it to be digested and absorbed properly.
When those 'helper' elements are not there, the body has to find them somewhere else in the body and 'steal' from that area in order to process the needed vitamin. The area 'stolen from' while now go hyper and say, where's my____whatever it was? and steal from another area to get it. You have no set the body into a state of chaos called free radical damage. Electrons at the atomic level are being stolen right, left and centre. Until an antioxidant comes along and hands out some spares, the body is a war zone.
Superfoods are the way to go. They contain everything you need including essential fatty acids, protein, etc. and are high absorbable, so you are not giving the stomach/intestines a digestion challenge.
Now to your second question: re telling the doctor. Of course you can tell the doctor, and don't expect much encouragement. My clients tell me their doctor's kindest remark is usually " Well, if you want, you can waste you money that way." Vitamins and minerals are food, so you could also call your doctor and tell him you are eating carrots and broccoli for lunch if you want...(smiling)

In actuality, you don't need to take any vitamin supplements. All the vitimins a person needs can be obtained through the foods they eat in a balanced diet.

A lot? No. The correct amount? Yes.
A daily multivitamin is always good especially if you don't eat a balanced diet. There are a lot on the market. Its a good idea to ask your doctor which might be best for you.

only take the amount your supposed to
or else you can poison your self that way
taking too much of anything is harmful
