Not to brag, but I make much more than that. I guess you are new at the salary paying, and taxes and stuff like that.
Your gross is 38K. Your net pay will be that minus Taxes, SS and Medicare. Depending of the state, taxes vary.
Taxes also depend on how many you are claiming. If you want to see more money every month, you claim more people than yourself. Or you can always specify the amount of money to be withheld on each paycheck.
Don’t forget, what really matters is at the end of the year when you do your taxes. In there you can not play around and have to put reality. So if you only claim yourself, taxes will be higher than if you claim more people (like your kids, or your parents or whoever you are paying the bills for). You should match the number of claims in your paycheck with reality so at the end of the year you don’t have to pay extra.
Some people put cero (0) so more taxes are withheld, and then later at the end of the year, after doing the taxes, they usually receive a tax return as the paid more than they should.
It is up to you. If you are not sure, go to your HR (Human Resources) department and find out your status. Usually they give the employee the W4 form or whatever else needed to fill out so you should have put there already how many people you claim. Again, if not sure, go to them and they will tell you. You can always change that number.

Are you just trying to figure out the hourly rate of 38k? Go to http://www.payroll-taxes.com/calculators.htm and be sure to switch the state to NY.
The take home pay would depend on Status and Dependants. I would say on average around $1300, every two weeks.

I wish, even if I were to go back to work with minus all the baby sitting and gas and other expenses, I still wouldn't bring home 38k.

I would love a salary like that but my gross pay is around 750nett less tax leaves about 710 and that is a fortnight

I make more than that; after insurance (pre-tax) and regualar deductions the usual biweekly check is around $1025.
Not exactly spectacular, but it covers almost all the regular monthly expenses.
