It depends on your reason for doing so... if you do it to make yourself feel better or to attract others it is considered haram. If you are married and your husband prefers that and it makes you more attractive for HIM, then it's halal. At least that's how it was explained to me...
Edit... Off to hell I go, cuz I pluck mine and will continue to do so. I am Italian by heritage and have dark hair that has a mind of its own. I also work with the public and my appearance is important. Looking sloppy or unprofessional at my job is not acceptable.
Seeking... It's like this: I need to look decent for my job. I need that job because I have a diabetes and require constant medications and medical testing. If you want to pay my expenses, I will gladly stay home and NOT pluck ANY stray hairs, if that makes you happy. Until you can and will do that, go judge ELSEWHERE.
And by the way, I am currently living in an area where I am probably the only Muslim woman for an hour in any direction. I am the minority here. If I still lived in Morocco, which is predominantly Muslim, I wouldn't have to concern myself with my 'stray hairs'.

actually, i go to a mosque every sunday, where they teach Sunday School, or Islamic School. i have avery good teacher who is VERY knowledgable, and we just learned that the plucking of the eyebrows/waxing them is haram. i dont have a specific hadith to support this, but back in the Prophet (S)'s time, the prostitutes used to pluck their eyebrows. We should not resemble them, nor should we change the way we look. we should be happy with the looks that Allah (SWT) gave us, so we shouldnt try to change them to look more attractive and pleasing to they eye. i also learned that we shouldnt tattoo(shouldnt have a temporary tattoo, either, because this resembles a permanent one. why would we want to try to copy something that is prohibited in Islam?), shouldnt get plastic surgery(unless we get in a serious accident, and our face is deformed or something), and we shouldnt shave the teeth. All of these beautify our appearances, especially for girls, and draws more attention to the eye. Hope this helps!

I am really sad to see all these Muslim fighting over this when out brothers and sisters all over the world are being killed. We so need to unite.
Yes it is haram to pluck your eye brow, but we should not judge others. It is ok to remind but not judge. They have to stand before Allah just like everyone else. LEAVE IT TO ALLAH!!!

id hate to say it like this because this does show less unity than people would like, but if you are shia then no it is not, if you are sunni then yes it is.
im shia and everyone i know that is shia sees nothing wrong with it and we have historical proof that it isnt. now of course i dont do it because i think it's a girl thing lol, but you know what i mean.
all of the sunnis i know say it is haram because you are changing the appearance God gave you.
it all depends on which you are/which you think is right.

It is forbidden to pluck the eyebrows.
I have read some scholars say that if they are freakishly, abnormally large then some may be permissable. I have also read that taking what is in the center (what causes a uni-brow) is permissable to remove.
Nothing else can be removed..........even if your husband prefers it (sorry Terry, lol).

The hadith that concerns this procedure is:
In al-Saheeh, it was reported that Ibn Mas’ood (may Allaah be pleased with him) said: “Allaah has cursed the women who do tattoos and those who have this done, the women who pluck eyebrows and those who have this done, and the women who file their teeth and change the creation of Allaah.” Then he said: “Should I not curse those whom the Messenger of Allaah (peace and blessings of Allaah be upon him) cursed, when it says in the Qur’aan (interpretation of the meaning): ‘… And whatsoever the Messenger gives you, take it, and whatever he forbids you, abstain (from it)…’ [al-Hashr 59:7]”
Thus we see that IN GENERAL, it is forbidden to pluck the eyebrows, because this is specifically forbidden.
Now, in the case that the brows are unusually heavy, such as one brow that goes across the whole forehead, then in general it is permissible to trim them in a way to make them look more neat and tidy, just as it is permissible to correct a bodily defect. So if you have excessively heavy brows and want to "bring them into line", then this is permissible, but you should avoid shaping them and arching them in such a way as is common to beautify them and attract attention. And Allah knows best.
Oh, after reading some other responses where they said it is permissible to do so if your husband tells you, this is NOT true, because you are not obliged to obey your husband if he tells you to do something that is forbidden in Islam. So if you have "normal" brows that are not excessive, you may not pluck them. If it pleases him, that would be fine, but how many non-related men would see your "lovely and attractive" brows? And Allah knows best.

How sad, I guess Terry thinks that looking as a Muslim should would make her look "sloppy and unprofessional". Insha'allah she is only plucking the unruly hairs which is what we are allowed to do.
I pray that all of us (convert muslimas) will be able to look beyond the notions of what "looks good", is professional, or acceptable that we were unfortunately raised with. I know it can be hard and took me some time as well.
Of course, getting married and having my husband provide for me has taken away the need to bow down to society. That is what hijab is really about - not just so men don't get turned on but so we can be empowered as women and that we won't be abused by a society that does not care for us and only cares for their own needs and $$$.
Sex sells, even in the form of eyebrows.
EDIT: Terry, you said you need to look decent. But what I said is, "What is indecent about being a muslimah?" It is the MOST decent way to be. And about your comment about being in your husbands country, from what I understand you didn't dress as a Muslimah while you were there either! What difference does it make?
And insurance is haram.

I agree with Terry and AL Qyamah, according to Sharia, The Alteration needs to be permenant to be considered haram and needs to be for no reason.
looking beautiful for your husband's sake is a duty on you.. otherwise than having eyebrows like Abu Lahab...
Muhammad صلى الله عليه و سلم said: "If a spouse liked anything from a foriegn woman/ man, He/ she must tell his spouse, to do for him what he/ she likes."
For brothers and sisters who narrate Hadiths; please behold there are FIVE conditions to accept hadiths, 2 conditions in the narration (the contuity of narrators, their Justice and good manners) and three in the text (Safety from contradiction with Quran or stronger Hadith, Safety from abnormality, The condition of sane, logic subject) .. That was set by the Sunna Scientests.. and if we revised this, we'll come that many many hadiths are attributed to the prophet while it's fake.
Abu Hanifa, Al Shafi, Malek, Said it's ok for a woman to do that, while Ibn Hanbal alone denied her that.. The Golden rule in Usul al Fiqh states that: "If a scholar allowed and other prohibited, we go with this who allowed).

The eyebrows are not to be plucked or shaped as I understand. So yes it would be haram.
