emphatically YES they can. 2 weeks ago I had to perform CPR on a neighbour who had collapsed myself and my father are both trained first aiders and we ran to help. Although we knew what to do the 999 operator stayed on the line to talk us through the procedure. They were very calm and professional and their help was invaluable and would be even more so to an untrained person. Learn first aid anyway (Should be mandatory) but rest assured there are people on the other end of the phone who can tell you what to do.

Not all emergency dispatchers are medical trained. Most of them have enough medical common sense after dealing with everyday issues, however.
Some have flip charts to go through and read to you in an emergency, some will tell you what they know, and some will make sure you stay on the line until a responding officer or ambulance arrives.

i have been the situation where i have had to ask someone to call 999 in the UK while was giving treatment to a patient, because they need more help than i was able to give.
Here in the UK the people who take the 999 calls have a flip chart with first aid treatment on them and you are talked through what to do. An ambulance will be on its way to you while you are following the instructions.

After you've told the 999 dispatcher what the situation is, ask the person for directions as to what you should do while waiting for the ambulance to arrive.
Once the paramedics are on the scene, step aside and let them do their work.

Any Emergency Services Dispatcher will stay on the phone for as long as it takes until proper assistance arrives regardless of the situation.

yes they help till the ambulance arrives, my daughters b/f phoned them in a panic as baby was arriving but midwife wasnt there yet. they calmed him down and gave him instructions how to deliver the baby, to check it was breathing etc, which wasnt necessary as they heard it crying down the phone they told him what to do till the paramedics arrived. dont think he could have done it with out them they were so good.

Yes, they help you with first aid and try to keep you calm.
There have been cases where the operator has given instructions to a child and it has helped to save somebody - in the next town to me a 6 year old helped to deliver his mother's baby after following instructions from the operator.

No, they do help you for as long as necessary. The will keep advising what to do and check on how the casualty is for a while once an ambulance has been dispatched.
