The 1st one to stop and wait wins.

Their car has no top speed
To hear there engines whine
To attract cops
Exhibition of speed
Burn extra gas
Bragging rights

Many people like to see how fast their car is when they have spent time and money to modify it. Unfortunately, doing this on a public road is very unsafe, and a bad practice. Many people give into the temptation, and do things they should not be doing.

Hurry-up and wait. It's a control thing. It helps them with their feelings of inadequacy.
