He's a light baritone singing out of his range. And yes, he's popping up into falsetto occasionally.
By the way, he also has significant pitch problems.
And he's too self-conscious. Tell him to either sing more robustly or not bother. Actually, the above mentioned pitch problems may just be due to not confidently engaging his voice enough.
