because people just don't pay attention to the laws....about anything for that matter or else our prison system wouldn't be so overcrowded...

Hey Wetdreamlover you are 100% correct. But just because it is not illegal doesn't necessarily make it right. In Canada, where I live, age of consent used to be 14 but was recently changed to 16. Still sounds pretty young to consent but that is the law here.
