@ my university I was paying with a Mastercard Debit and it stated an additional $10 fee would be added to the total, and When I went to purchase an ID fro the DMV it said the same thing but the fee was $2

Well government agencies charge the fees to offset their costs in accepting credit cards. The university probably is doing the same. However, if you have a debit card that isn't the same as a credit card.

The merchants have to pay a percentage of each transaction run as a credit or debit. Typically the charge is between 1 and 3%. Some merchants pass this fee onto customers as a separate charge, while others build the cost into their normal pricing to offset transaction processing fees.
