If you're DETERMINED to increase your height by 3 inches - not sure if they can surgically do this. (3" is a LOT). They saw through the bones in your calves - pull them apart and as your bones heal, they fill in the gap created - thus making you a few inches taller) ... it's a radical procedure and not exactly something I'd recommend. But at 21 years of age - you're not likely to grow more than a few centimeters taller.
Otherwise... wear heels.

i hate to say this buy us ladies stop growing after like, 18 or some younger age. Your probably as tall as you will ever be. But it's okay! I'm a fellow 5'1 (and only 22) and all i can say is embrace it! I know that my 6'0 husband is big and can protect me, and i love it. If you want to appear leaner, try doing yoga or palates. It stretches your body and makes you stand taller, giving you the appearance of being taller (heck some people in palates do gain MAYBE an inch by stretching it all out). But i'd say don't get your hopes us, and just love yourself the way you are. There are somethings we just can't change.

Now dont laugh at the name but there is something called Rolfing I have never tried it but at massage school they talked a little bit about it what they do is straighten you out from the few that tried it they loved it From your posture you can actually lose inches when they do these straightening techniques you might gain inches. One woman said she actually did and also felt much taller. It is non evasive (no surgery) Im sure that you can look it up on-line under body work if I spelled it wrong Let me know if you try it Good luck

The only other option I know of is surgery to lengthen your legs. They physically break the bones, move them apart a bit, and allow new bone to grow between them. Then they break them again, and repeat the process. It's slow, it's expensive, and I'm told it's painful. Plus you can end up with legs that look out of proportion to the rest of your body.
I say be happy with who and what you are, and remember that small things come in good packages.

Wear high heels. At this point you are probably finished growing.. there's nothing to do to actually make yourself grow MORE. Just make sure you continue to eat healthy your whole life, and drink milk and take the right vitamins so that you dont begin to shrink as your bones get weaker with old age
