Basically you need to either be sponsored by a job, win the lottery ( there is a greencard lottery) or get married to a US citizen.
You may start by looking for a job and then going on a worker's visa. Then if your employer would like you stay even longer, ask him if he would sponsor you.

You are in the military? (You said based...)
Try the U.S. Embassy on Roxas Blvd., Manila, or the one in Cebu.
You will need a passport, need a place to live, a job or enough money to live on, etc.
Just what depends upon your status: married, single, etc.; nationality; all that good stuff.
I married a Filipina...
