http://www.dmv.ca.gov/forms/reg/reg227.pdf
on the box #5 , they say "signature has to be notarized", but i don;t know how can i have my friend's signature notarized, and by who ??

Find a public notary to get the signature notarized.

Many banks have a public notary available. Call a few of your local banks to see of they have a public notary available. Or check your local phone book. You'll have to pay a small fee for the service. I think it's something like $10

Go to your local bank where you have an account they usually do it for free, or go to your insurance broker, some are notary's. Good luck!
