Your old employer can tell your new employer if they want to, but usually they will not risk giving out anything more than your start and end work dates. If they give out more information, they risk a law suit from any previous employee says the company gave out wrong information.

All they have to do is give the previous employers a phone call...I actually had an old employer call me up and offer me my old job back as a result of a job search by a potential employer

"legally", the only thing a potential employer and ask the old employer, is whether or not you worked at that place during the time you gave. No personal questions are supposed to be asked, even though they are.
