A person who writes grants is a grantwriter or a grants specialist, but I've never heard of one who did that for individuals. Usually they fund organizations or academic research projects. I don't think there is a grant anywhere in the world which will get a house or a car for a disabled person (or anyone else, for that matter), but you might go to an advocacy group for your particular type of disability to see if they know of such a thing. For the business, go to the Small Business Administration. There are also a lot of Small Business Development Centers at universities these days. These centers, which were themselves funded initially by grants, can work with you to get the money you need from your business if it is available anywhere.
