Until you officially sign a contract with the military, you can withdraw from a program. However, the military isn't going to pay for your college, and then let you just drop out and keep the money. If you drop out of the program, you forfeit the money.

I was in the SMP program in college, if you talking about the Simultaneous Membership Program. This is a program that allows ROTC cadets that are contracted to serve in the army reserves, or national guard. To be in this program you have to be contracted, with ROTC, which means that you have taken the oath and signed the papers. There are ways to leave the SMP program, though it takes a lot of work. Even if you do leave the program you are still obligated to go into the army after graduation, from your ROTC contract. There are several ways to get out of a ROTC contract. If you get out of ROTC before getting out of the SMP contract then the national guard or reserves will change that contract automatically to an enlistment, and you have just enlisted. If you do leave either contract you have to do some serious looking in to it because you may not be eligible to enlist in any branch of the military due to what your discharge paper work says, in order to answer that question, i would have to look at the contracts and the discharge paperwork. good luck, contact me if you have any more questions.

As long as you have not signed a contract, you can do whatever you want. If you went to MEPs, raised your hand and signed, then I'm not sure what the procedure is.
