With crest whitening strips...?

are you supposed to brush your teeth before putting them on, or after taking them off, if so, how long before, after?

Brush right after...there are instructions on the box.

Don't brush before putting them on, it makes your teeth more sensitive, and you'll end up taking them off early because it will bother your teeth and gums. Brushing your teeth after I think won't make a difference.
