Concieve the Divine Being as a Spirit,having the same dominion over the universe, in every part of space as that which our minds posses over every portion of our bodies. God has only to will the most importantly changes,and thay are instantly accomplished." He speaks, and it is done; he commands,and it stands fast".
finally,The Devine Being,as the great Father of Spirits,combines within Himself all the seperate energies of the universe. God is the source,orgin,and fountain of all power difussed through creation. The very minds which he has formed are kept in mysterious subordination, and can never overstep the bounds he has assigned them.Once have I heard this, that power belongs unto God. God is self-existent; for there can be no reason why he exists that do inhere in himself. The ideal of self-existence overwhelms us, but the constitution of the human mind is such as to require us to believe that there is a self-existent Being,the cause of all finite existence...There is a God,and he sits on the highest throne in Heaven!

Consider, envelopment isn't the same thing as being fenced outside of something. For example, human envelops animal envelops plant envelops mineral. As the person above me implies, semantics is the problem. Words are limited in describing spiritual reality. Even 'envelop' is pathetic to describe the concept.

God is not omnipresent. His spirit is.
The Bible show that God has a heavenly spirit body that resides in a location. It also shows that his spirit is omnipresent, even to the point of going beyond the universe's boundaries.

Allah, Subhanna wa Ta'ala, is as close to us as our very breath.
Allah, Subhanna wa Ta'ala has not limits and can do all things.
Insha'Allah, you are incorrect in your theological understanding as no religion states that God (whether addressed as Allah, Subhanna wa Ta'ala, YHWH, Trinity, Father, Son and Holy Spirit, nor the gods and goddesses of the Hindu, Zoroaster's, etc.) is "outside" of the universe.
Your difficulty may be in that you are not reading the various scriptures in their original languages and the translations you may have inadvertently chosen might not be the best available taking into account the natural limitations of any translation.
