A buddy of mine wiped a path of dew towards the hole last weekend. Is this ok? He says that its the same as wiping of sand?

Rule 13-2 says removing dew would be improving your line of play.

In the definitions, "dew and frost are not loose impediments."

Sand is a loose impediment, but only on the green. You can remove sand from the green.
