Add them when they start driving your car. many people here say that the "car" is insured and anyone in the family that drives it is covered. Not true. Check with your insurance company for all the details.

I was added to my parents insurance when I recieved my driver's permit (which was 15 1/2 for me, I live in Ohio). If they are driving your car(s), put them on your insurance. Most companies have discounted rates for student drivers who maintain a certian GPA during high school/college, all they require is a copy of their report card each year. Call your insurance company and see if these discounts apply. No matter what, teen drivers are always going to be more expensive because of they are high-risk drivers, so be prepared for that. If you cannot afford to place them on your insurance, have your child get a job and pay for their insurance on their own. Everyone driving should have insurance and police are starting to crack down on those who do not (at least in Ohio they are).

When they are able to operate a vehicle on there own, without supervision (legally). Until then, they are covered under the insurance of the supervising driver, no matter who they are. (friend, neighbor, relative, boss, man of La Mancha....)
You will have to be on your parents, or any other adult's insurance until you are legally able to sign a binding contract (most states 18yrs old) At that time, you MAY be on your own insurance.
I noticed some of the people stated that when they are using the car. Since they are not legally able to operate the auto on their own, the company shouldn't be able to insure them (same with suspended or revoked license) and I would be a little weiry of a company that does.

Drivers that have a permit are covered under your guest policy (since they can only drive with a licensed driver by their side), but once they have an actual license, they need to be added to the car's policy (whether or not they are the only one driving the car).

Well in the UK the minimum is 17 but to be honest unless your kid is an expert driver i wouldnt add them to your insurance as it can affect your no claims.
Tell them to get a job.

GET THEM THEIR OWN INSURANCE, ONCE YOU HAVE THEM ON YOURS AS LONG AS THEY LIVE WITH YOU EVEN IF 28 YEARS OLD, THE INSURANCE CO. WILL NOT REMOVE THEM FROM YOUR INSURANCE.
