Because it's not corrected - the first time or ever. It's the owners fault and they seem to think it's funny.
If my lab did that, I'd be accused of having a rabid dog...
Honestly I don't know how they stand it or why anyone with a dog like this thinks its cute. It's obnoxious.

Because they havent learn to behave properly yet. An old dog knows you will be mad if it starts barking too much and that you will aprehend it, so it eventually learns to not bark all the time. The little dogs havent got used to this human rules yet of no barking in the house unless theres a maniac serial killer in the yard.
In the other hand if you are refering to little in size and not in age, thats because they tend tobe like a big mouth person that is afraid of people but doesnt want to show it and becomes real loud and big mouth to try to intimidate others so he wont have to face anyone really. Same as a big strong man is more quiet because he is confident that he could brake your spine no matter what. Its the same principle with dogs.

They don't by nature, it's just that people accept that kind of behavior from little dogs, thinking it cute.
If a big dog acts like that, people object, so big dogs are trained to behave better (usually).
A snarling chihuahua or yorkie is not going to terrify anyone the way a snarling rottweiler or pit would.

Anyone would feel more on edge and defensive if every other creature they came in contact on a daily basis was over 10 times bigger. Little dogs have to constantly protect themselves because they are at such greater risk than larger dogs. Large dogs react in exactly the same way when they are in situations in which they feel threatened or at an extreme disadvantage.

i think its because the small dogs feel more insucure than big dogs i think big dogs bark to protect there owners but small dogs bark just to protect their tiny little bodies!!

because they're so much smaller and more insecure. They sometimes feel intimidated by things larger than themselves. Some of them also just have bad tempers as well.

little dogs think they are sooo tough. big dogs know they are tough so they don't need to snarl

They are protecting their domain and letting you know they are there. A rattlesnake will rattle their tail to let you know they are there, and will strike if you come closer. Same protection theory.

'Cause people think it's "cute" and let them get away with the kind of behavior that if a Rottweiler was doing it he'd be put down immediately.
