Depends on what you are talking about. If you are talking about the real tongues gift in Acts then yeas the apostles understood themselves. If you are talking about the mumbo jumbo baby talk that goes on today then no. They definatly don't know what they are saying. Nobody does.
The gift of tongues was a sign to show the people the power of God was with the apostles and other believers. It was a witness to those of different languages. Those who spoke different languages than the apostles could understand what the apostles were saying. We don't need a sign today. We have the New Testament. I would go as far as to say that some of the so called tongues you see today is demonic activity.

Speaking in tongues is a valid genuine gift from God. It is a great blessing from God although the language spoken may sound like gibberish.
No, the person speaking in tongues can not understand himself - although maybe there is an exception somewhere.
Sometimes, though, God may give understanding about what the person was saying, although this may be through a different person or at a different time.

You have 2 forms of speaking in tongues, one is when you pray only to God & your conversation is only between you & God, the other is when you give a message in church in tongues, That is to edify the church, Then there will be someone to interpretated it, You May be the one that does both parts. But while you are speakings in tongues, No you don't know what you are saying, I know by experince, For I have given messages in tongues before & my pastor or someone else will interperter the tongues, & a fews time I have done it myself.

Dear:lilstar THERE IS A TRUTH IN SPEAKING IN TONGUES AND THERE ARE ALSO THE LIARS,SO BE AWARE.THE
TRUE SPEAKING IN TONGUES,DOES NOT KNOW WHAT THEY ARE SAYING,FOR IT IS THE HOLY SPIRIT GIVING A MESSAGE THRU THEM AND THEY ARE NOT SUPPOSE TO KNOW WHAT THE HOLY SPIRIT SAID,THAT IS WHY THERE HAS TO BE A WITNESS TO HEAR THE MESSAGE,AND THE
HOLY SPIRIT DOES NOT JUST COME TO ANYBODY.

No they can. Interestingly brain scans during speaking in tongues show very minimal activity in the language areas of the brain, suggesting that it may not be a language.

Yes, for the genuine who have the Holy Spirit in them, they know what they are saying. It is a blessing from God (Father, Son and Holy Spirit). The Holy Spirit grants these blessings to the chosen ones.
They are a few that are not genuine, caused by envy.

No. Not usually.
Not unless the Holy Spirit also gives them the Gift of Interpretation.
See 1 Corinthians chapter fourteen:
Key verses are 2, 4, 5, 11, 13
1Follow the way of love and eagerly desire spiritual gifts, especially the gift of prophecy. 2For anyone who speaks in a tongue does not speak to men but to God. Indeed, no one understands him; he utters mysteries with his spirit. 3But everyone who prophesies speaks to men for their strengthening, encouragement and comfort. 4He who speaks in a tongue edifies himself, but he who prophesies edifies the church. 5I would like every one of you to speak in tongues, but I would rather have you prophesy. He who prophesies is greater than one who speaks in tongues, unless he interprets, so that the church may be edified.
6Now, brothers, if I come to you and speak in tongues, what good will I be to you, unless I bring you some revelation or knowledge or prophecy or word of instruction? 7Even in the case of lifeless things that make sounds, such as the flute or harp, how will anyone know what tune is being played unless there is a distinction in the notes? 8Again, if the trumpet does not sound a clear call, who will get ready for battle? 9So it is with you. Unless you speak intelligible words with your tongue, how will anyone know what you are saying? You will just be speaking into the air. 10Undoubtedly there are all sorts of languages in the world, yet none of them is without meaning. 11If then I do not grasp the meaning of what someone is saying, I am a foreigner to the speaker, and he is a foreigner to me. 12So it is with you. Since you are eager to have spiritual gifts, try to excel in gifts that build up the church.
13For this reason anyone who speaks in a tongue should pray that he may interpret what he says. 14For if I pray in a tongue, my spirit prays, but my mind is unfruitful. 15So what shall I do? I will pray with my spirit, but I will also pray with my mind; I will sing with my spirit, but I will also sing with my mind. 16If you are praising God with your spirit, how can one who finds himself among those who do not understand[e] say "Amen" to your thanksgiving, since he does not know what you are saying? 17You may be giving thanks well enough, but the other man is not edified.
18I thank God that I speak in tongues more than all of you. 19But in the church I would rather speak five intelligible words to instruct others than ten thousand words in a tongue.
Of course you really need to read the entire Bible to completely understand this.
When I teach on this subject I usually start with Moses.
