Southwest U.S./Mexico theme. Party stores have paper chilli peppers you could use for decorations. Try to find some sombreros and cowboy hats, vests and other "western clothing" play Tejano music, Selena would be good and maybe some mariachi music and western swing, Bob Wills & the Texas Playboys. For the kids get a piñata, they are always lots of fun. Hang a fire extinguisher somewhere as a joke just in case the chilli gets too hot. Have a lot of fun, wish I could be there.
