It was on a need basis. I had some draftees in my platoon in Vietnam. Their explanation was the people at recieving said they needed so many people for the Marines. They went down the line and picked out the biggest men there.

The joke was: Men were standing in line and someone said "Aren't the Marines a department of the Navy", to which someone else replied, "Yeah. The men's department".

Draftees were shuttled into the Army. The marines, Nvay, air force and other services have always been primarily volunteer services. The draftees that would be placed in the marines woud have been there by either choice, to avoid the draft or because of a perceived need for more marines.
