Looking at the sheer number of gods, I'm going with them being in the imagination of men. That's the most plausible explanation.

Who makes a gift, the giver or receiver? It's a relationship: The creator and the creature. Man recognizes that he did not make himself and one day he will die. This questions the meaning of life and he looks for some cause beyond creation. He asserts a creator.
It is the same when I tell the waitress to give my compliments to the chef. I have never seen the chef but I have no doubt that he is out there, still going about his creative work. We can see the dinner, analyse it but the chef is far greater than the dinner. The diner and the chef really make each other or at least in the context of dinner but rest assured the chef existed a long time before he made dinner and will go on a long time after dinner has passed into the sewer.

In India man made the gods.
In rest of the world God made first man, then a woman out of his rib and they started having babies. And we all are desendents of that first couple named Adam and Eve.
If this doesn't make sense, keep giving gifts to your hand made gods and your Pandit's (holy man) family will keep enjoying on your money for ever.
If you spend some time reading your vedic books and try to understand them, you might find that I am telling you the truth.

In God every thing is created, remains and dissolves. There is no necessity, its a play of God within God.
God created human beings and Humans created many Gods.

Men make gods. Everything we know about reality tells us that intelligence is a product of the universe, not the other way round.
