You need to get a good shaving cream, even if that means getting the more expensive brand.
Now, you need to wash both of your legs with soap and hot water (not too hot... this exfoliates the pores for your hair, making a smoother shave)
Lather up your entire leg, making sure that the cream is a nice, smooth layer- evenly spread.
Gently press the razor against your leg, with just enough pressure to remove the hair.
Rinse off the cream from the razor. Continue until all of the hair is off.
Rinse off your legs and massage a good amount of body lotion/butter into your skin.

Laser hair removal will give you a more long lasting result as compared to waxing. Statistics show that 60-95% of targeted hair is permanently gone after the service. Save money and time. Think of the money and time you will save by not having to remove hair the rest of your life. Even after paying for the laser hair removal treatment, you will probably be ahead. It is effective against ingrown hair. It is relatively painless as compared to waxing and threading.

Jack,
If this is a real troubling problem for you then you should do exactly that. Keeping yourself neat and trim is a must. I am a man and I shave and trim all hair areas of my body. I do not have a problem with my legs so I have never needed to address that problem. Personnal hygene is a grand adventure and a daily chore, but it's worth it.
