Actually, all Ten, were given to Moses, approx 1480 before Jesus was born.

Jesus did not give these commandments. He was quoting commonly-known Jewish scripture and this incident in the gospels is merely a portion of a teaching they all knew since childhood.

"on which hang all the Law and prophets" means that the two he quoted are the two fundamental themes of all the laws and what the prophets had to say.

All the rest of the laws expound upon these two and show us how the first two laws are to be obeyed according to G-D's expectations for us, not our own subjective interpretations.

This is why the Jewish people call the Torah the Law of Love.

Love the Lord your God with all your heart. Leviticus 19:18 and Love your neighbor as yourself. Deut. 6:5. On these two commandments hang all the laws and the prophets, the first 4 which show us how to love God and the last to show us how to treat each other. He adds..."If you love me, keep my commmandments" John 14:15

Jesus gave many commands. But the two that are usually listed as the most important, and to which Jesus gave special significants are:
To love God with all your heart and soul and mind and strength
And to love your neighbor as yourself
