There are several words

In Britain, we generally say that such people are "mixed-race." (I guess "bi-racial" is a more American term.)

Old-fashioned terms include "half-caste", "mulatto" and "sambo" but they're offensive these days.

I think that a lot of people who have only one Black parent would still identify themselves as Black, for cultural reasons.

At the moment the term "mixed race" is in fashion in the UK. I have no doubt that sooner or later someone will find that offensive and some new term will prevail. I find the term "bi-racial", which I believe is used in the USA, both offensive-sounding and misleading.

That is a tricky question because some terms are offensive.
People used to say half caste but that is more offensive now.
Probably a more sensitive description is 'mixed race' or ' of ... and ... parentage'

If you're in Britain, you should say "mixed-race" but in America I believe the term is "bi-racial" ?

An ignorant person might say 'half-cast'. Or they could be described as being of 'mixed-blood.'
But a polite English speaker would try not to mention it.

They would be known as of mixed ancestry.
