I have included a link to a website that covers the law (or lack of) and other charges that may be incurred while "legally" driving without shoes.

1st link ---As a self-professed barefoot driver I find I do my best driving barefoot. While I was learning to drive I was discouraged from this practice and it was deemed unsafe.
Until recently, I was lead to believe that it was illegal to drive barefoot. As it happens, its not! Laws against driving barefoot in the United States have been called a popular "urban legend."
2cnd link --- "warning on some of his language" research done in 1994 on the law. Most states agree with link one.
3rd link --- forum of people discussing this question
I hope this helps, me I like driving with no shoes. I feel I have better control. Just my opinion. :)
Added another link, 4th, from Trooper Dave.

It IS illegal as your foot may slip off the pedals easier or get stuk on the slurpee you spilled on the pedals last week.
I have written tickets for this. it's in the books.
UPDATE:
HOLY C I am mistaken. If I feel it has contributed to a driving style I can ticket and I have do9ne that but the actual law does no exist. Therefore if you can drive your vehicle safely DO IT and be FREEEEE

If you are in the US, it is not actually illegal in any state. It can, however be hazardous. Let's say you are in an accident. You are dazed, you get out of the car and don't even notice you are walking around in gravel and broken glass until your feet are badly cut. Don't laugh, it can happen. I was first on the scene of an accident and ended up giving first aid to badly bleeding feet with embedded gravel and glass while someone else tended to other injuries.
You crash into a water-filled ditch. You crawl out of the car, stepping into the muddy water. Are you going to be stepping in mud, on tin cans, broken bottles, boards with nails?
Your car plunges into water, you can't get the window open, you try to smash out the windshield. Your strongest muscles are your legs. You aren't bashing out any windshield with bare feet.

It is illegal.
it is also unsafe.
if you are in your car, and a power line falls on it, and you know your car is on fire, you have about 30 seconds to get out of your car, if you are not wearing some type of foot covering, you will electrocute yourself getting out of the car.
it is a proven fact: if an impact crushes your feet in your car while you are wearing shoes, you are 10 times less likely to have your feet (or foot) amputated.
in every state except HI, it is also illegal to have your feet on the dash of your car, weather driving or riding. in modern cars with air-bags it is also unsafe; for obvious reasons.

its illegal.
even illegal to drive with "inappropiate" shoes, like sandals for the beach.
my experience:
my friend drove in form of me. On the lights, he had green, and he was slammed by a car who did not brake for the red lights.
you know why >
a stupid eldery woman with sandals, slipped of the brake pedal ?
wasted his car, almost wasted my friend.
thats why it is illegal, and it should be.
You just cant controll the pedals good enough in an emergenvy, and you skip easy from the pedals.
