As I refered in your previous question, verse from Qura'n, Sura Nur Ayah # 31.

"or the followers from the men who do not feel sexual desire"

So it is very clear, men who do not feel sexual desire.

And same with woman do not need hijab, who has no sexual desire or surpassed that age of a young woman.

Surah an-Nur ayah 31 states:

And say to the faithful women to lower their gazes, and to guard their private parts, and not to display their ornaments except what is apparent of it, and to draw their scarves (khimars) over their bosoms (jaybs), and not to display their ornaments except to their husbands, or their fathers, or their husband's fathers, or their sons, or their husband's sons, or their brothers, or their brothers' sons, or their sisters' sons, or their womenfolk, or what their right hands rule, or the followers from the men who do not feel sexual desire, or the small children to whom the nakedness of women is not apparent, and not to strike their feet (on the ground) so as to make known what they hide of their ornaments. And turn in repentance to Allah together, O you the faithful, in order that you are successful

Hijab is an Arabic word which literally means a cover, a screen or a partition. Islamically it refers to the dress code of the Muslim woman. In answering the above question, as Muslims we unashamedly say, Yes!, the Hijab IS OBLIGATORY!! The proofs for this obligation are many, but due to lack of space we will only quote two here. In the Qur’an Allaah says:

"And tell the believing women to lower their gaze and guard their modesty, and not to display their adornment except that which appears ordinarily thereof, and to draw their veils over their necks and bosoms.." (Sura An-Noor 24:31)

regarding the last part it means to whom the right hand possessess male attendants who are old enough that they dont have any sex desire. Regarding Eunichs and gay guys it is prohibited in Islam.

I doubt the sexless old man is part of it. Many old men are perverts, and those who don't think they can be, please keep your children away from them for me. Most of the child molesters out there are older men.
Please check the Texas sex offender registry if anyone doesn't believe me. (online 6:00am CDT)

Hijab is a simply part of Arab culture now it became part of religion. In this way many part of Arab culture became part of religion. So such all cultures which became part of religion are causing disharmony in society other than Arabs.
