if he does the same thing if he poops on the concrete...like he doesn't know there is no dirt to cover the poop. what's up with that?

MANY dogs do that. It's some kind of inbred instinct. I'm thinking it might be a way of "covering their tracks" so that predators can't follow them... -But that's only a guess. Your little Yorkie might be a modern breed- but he STILL has some, "Call of the Wild"- in him! :)

If he isn't trying to cool it off, it's probably an instinctive motion that your dog and probably some other breeds that are similar in size, I would think, follow through with after defacating.

If he's kicking with his back legs after he poops, he's trying to spread his scent to let other dogs know that this is his area. It looks pretty weird.

I think it's instictive with dogs ... although I don't know why. One of mine does that, the other doesn't. I don't have an answer for your question, but just wanted to reassure you that it's normal dog behavior.

He just hiding his mess and he is being very clean with it. So you don't have to worry about him he's a good dog and clean as well.

He's marking his scent on the area so that the other dogs know he was there.
