You need to make sure that you and the BF are on the same page. Savings are important... that is how you handle emergencies, or the proverbial "rainy day". The ability to save money is the hallmark of financial maturity and self-restraint.

There is usually at least one family member that is a total mooch and always has a good line and the ability to make you feel guilty.
Has he ever been paid back when he lent some money out to these people? Did they turn around and borrow it back again? He needs to cut that out.
"Sorry, I've had some really strange expenses this month and I just don't have any money to lend you. You need to live within your means. You need to get a job." At most, he should only spot them a $20, just to send them away with something in their hand.
With a little luck, they won't be bothering him any more.

I say have a sit down with your boyfriend and discuss the matter. You can't worry on your own this is a couple problem so talk it over with your boyfriend and explain how you feel. That will give you the answers to your question.
