Just don't let him eat it. Tell him up front before the food arrives that he's not getting your garlic bread. If he reaches for it, poke his hand with your fork.
Sure the fork poking is drastic, but sometimes that's all that works. I had the same problem with my wife when we were dating. She was constantly taking food off my plate. I finally got so fed up that I poked her. Now she at least asks first.

Is this even a serious question? Tell him to stop eating your garlic bread, it's just that simple. If he really wants some, order some as a side dish.

The next time that you know you are going out to dinner i would make some garlic bread at home and wrap it in foil and put it in my purse. When he takes yours take the garlic bread out of your purse and start eating it! Or more simply ask the waiter or waitress to please bring out extra garlic bread when you order.
