Certainly in certain posted golfing and retirement communities, basically with private streets.
For driving on public maintained neighborhood streets, the golf cart must qualify as a "Neighborhood Electric Vehicle" (NEV).
this means turn signals, parking brake, rear-view mirror, and a few other safety things.
On public streets, the normal age limitations apply. On private roads, it depends on the rules posted by them.

If the subdivision is private, then the owner decides if golf carts are allowed. (most gated communities allow golf carts)
You must have a drivers license to operate a street legal golf cart, it is registered like a car.
It also depends on what state you live in.

its tolerated, but actually not to legal.
because all roads are public roads, thus traffic rules apply.
unless, the road is private, that the owner decides.
