What occasion do you use "hard-and-fast"?
I am not sure.
please give me expample sentences with explanations.
do you sometimes use it ?

None at all because there are a lot of dirty minds out there.

Hard and fast usually means strictly enforced rules. I suggest you try another term unless you want to be laughed at by other people who will give a malicious meaning what you said.

He was working hard and fast.
Hard in this sentence means something like really dedicated in this work and fast has the same meaning it usually does which is quick.

"I knocked off that casino dealer hard and fast" or "hit him in the nose hard and fast" is the general sentences (out of a Hollywood style movie) that comes to mind

There is no hard and fast rule for using this phrase.

BTW : "fast" in this instance does not refer to velocity. It referres to immobility, as in "stuck fast".
