In Pa, what are the laws in refusing a breath test and then being arrest and given a disordely conduct legal?

is this legal what the cop did? is i plead not guilty what will happen?

Breath test cannot be refused because it is a valid law against the occurrence of accidents.

If you refuse a breath test, that is basically equivalent to admitting you are drunk. So what the cop did was completely legal.
