Floodwater question? Does the Govt. use massive trucks to suck up all the water? And if they did what State would they drive the water to that would probably need it the most?

They do use equipment to remove water, but as others have said, the water is tainted and can't be trucked elsewhere, and in any case logistically there are usually other, more demanding issues rather than trying to see where one might deliver this kind of water.

Removed water has got to go somewhere, but it doesn't go far, just out of the problem area. It's pumped out in lower lands if that's possible, which in the case of New Orleans was pretty difficult, given the city's' location and design.

Floodwaters are often filled with the bodies of dead animals that are rotting and full of bacteria that would be in the water. They would not be able to truck it and use it elsewhere.

No, that's not the way it works. Water is drained through normal drainage when the flood waters recede.
